Usually there is no issue in resubmitting the paper to the same journal. However, it is probably a better idea to submit the manuscript to another journal (after the suggested modification). Editors usually recommends resubmission, and if there is not such advice, that can mean: out of scope, or weak references, or low quality for particular journal (theoretical or experimental) etc. In case someone insists in submitting the paper to the same journal it has to contact the editor with the arguments for doing so. Also mention that the revisions or corrections suggested the previous time have been implemented. Online systems keep the records of paper submissions alive. Submitting a new paper to a journal through the online submission usually helps the editors to see previous records and the final decisions of these submissions. This is even easier for the editorial board implying that resubmission may be in vain. Once approved from the editor’s end, you can go ahead and resubmit the paper.
